Brown, 34, who may be suffering from a mental illness with paranoid features, was last seen when he was stopped by police for a traffic violation, according to the non-profit Charley Project, which helps locate missing people.
At the time of his disappearance, Brown lived on Flannery Avenue and had just registered to attend SUNY at Albany for the fall semester.
His vehicle, a blue four-door 2001 Hyundai Accent sedan with New York license plate DPY4895, is also missing. It was last seen on the SUNY campus on Dec. 16, 2008, four months after Brown disappeared, according to the Charley Project.
There have been several sightings of Brown, but police have not been able to confirm any of them, said the Charley Project.
When he disappeared, Brown left behind his passport and driver's license and never registered his car; something that was supposed to be done by Feb. 8, 2009.
He did leave a note saying that he thought people were after him, the Charlie Project added.
Brown is described as a black male with black hair and brown eyes. He is 5-feet-9 to 5-feet-11-inches tall and weighs 210 pounds. Of Jamaican descent, he also has a liver-shaped birthmark in the center of his back.
