Earl represents District 8, which includes parts of Spring Valley, Hillcrest and New Hempstead. After his election, he appointed Legislator Aney Paul of Nanuet as deputy majority leader.
“It is both a privilege and an honor to be chosen by my Democratic colleagues, who have expressed great trust in me to help lead this caucus and this body forward,” Earl said.
Being majority leader really means being “Majority Listener,” Earl said, and he plans to continue listening to all of Rockland’s voices and to work for the betterment of all in the community.
“We will be guided by our conscience and our principles, not dictated to by critics and partisans,” Earl said. “We will continue to listen, and we will lead together.”
Earl was born and raised in Jenkins, Kentucky, and has lived in Rockland since 1981. He holds an associate’s degree in business administration from Fordham University Extension in Manhattan.
He is former health and safety director for the New York City Transport Workers Union Local 100 and currently is the town of Ramapo’s safety manager.
Earl and his wife Idette have two daughters, a son and four grandsons. He has served on the Legislature since being appointed in 2010. He was elected in 2011 and again in 2015.

She has worked as a nurse for more than 30 years and holds numerous college degrees, including a doctorate in nursing practice from Chatham University.
“I am honored to be appointed deputy majority leader,” Paul said. “I will continue to work for my constituents and all Rockland residents as we strive to build a better and stronger community.”
