State Police say that 33-year-old Chianti Means, Roman Rossman, age 9, and Mecca Means, 5 months old, crossed over the guardrail and went over the falls on Luna Island, which is attached to Goat Island, on Monday night, Oct. 28. "The investigation has determined that this incident was intentional in nature, though the circumstances remain under investigation," according to New York State Police.
