Man With 19 Arrests Caught Again In Hudson Valley With Stolen Property, Cops Say A man on parole with 19 prior arrests and five convictions has been nabbed again for allegedly stealing property. Tobi C. Tobin, age 54, homeless, was arrested on Monday, April 29, in Ulster County in the town of Lloyd for criminal possession of stolen property. According to Chief James Janso of the Lloyd Police Department, Tobin was found in possession of a stolen Trek Mountain bike and a stolen Samsung tablet.  Tobin had previously been arrested by Lloyd Police on Saturday, April 20, for criminal trespass and again on Thursday, April 25, for trespass, Janso said. Dismembered Remains Case: ID Released For 1 Of 2 Westchester County Victims For the first time, police have publicly identified one of two murder victims from Westchester County whose mutilated remains were found strewn across Long Island, reigniting the debate over bail reform laws. In an update to the case Monday, March 11, Suffolk County Police identified the female victim as 59-year-old Donna Conneely, whose last known address was in Yonkers.
