Working off the tip, members of the department's Special Operations/Narcotics Unit watched the Valley Terrace Apartment Complex on Knox Terrace, then took 40-year-old Steven Williams into custody after he sold heroin, cocaine and crack to a resident, Capt. Lawrence J. Martin said.
Police seized 160 glassine baggies of heroin, 10 bags of powered cocaine and 15 bags of crack, along with $1,500 in suspected drug proceeds, Martin said.
Also taken into custody was the resident, Jamie M. Contrano, also 40, who became a major figure in a New York Times story earlier this year about New Jersey's controversial new bail reform law.

Williams was released under New Jersey's 2017 Bail Reform & Speedy Trial Act on a court summons charging him with more than a half-dozen counts of possession and distribution of drugs.
Given her history of missing court dates following arrests, a judge ordered Contrano held in the Passaic County Jail pending a detention hearing on drug possession and obstruction charges.
"The Narcotics Special Operations Squad reviews each and every tip it receives," Martin told Daily Voice. "[We] consider these quality of life incidents and people coming into town dealing in death as a priortiy."
Police "will remain vigilant and respond with appropriate enforcement in an attempt to sway [them] from coming here flooding our streets with this poison," the captain said.
