PA Man High On PCP Charged In Fatal Crash: DA A man on PCP was charged with vehicular homicide, the Montgomery County District Attorney announced on Thursday, Oct. 31. Cedric Galette, 47, was arrested following an investigation into the crash that killed Troy Rivera, according to the release.
