The woman was walking along the upper level of Route 139 at Baldwin Avenue when she was struck on the eastbound side around 8:10 a.m., NJ Advance Media says. She apparently suffered a serious head injury.
The driver was a federal agent but it was not clear if he was on-duty at the time of the crash.
Jersey City officials did not immediately return Daily Voice's request for comment.
