The 13-year-old was arrested around 3:20 p.m. Sunday near 15th Street and Broadway after he was identified as a suspect.
The victim, a 29-year-old woman, said she was grabbing some items from the back of her vehicle when the three juveniles surrounded her and demanded she give them personal items. One of the juveniles was recording the encounter on a cell phone, police said.
When he woman refused and began to cross the street, the youths followed her and one of them punched her in the face, police said. One of the three also removed a phone from the woman's jacket pocket, but the woman snatched it back, police said.
Police found one of the youths but the other two were still at large Monday morning, police also said. That boy was in possession of the phone used to record the incident, according to authorities.
The boy has been referred to juvenile court.
