Retired Police Dispatcher From Westchester Dies: Had Nearly 40-Year Career With City A police department in Westchester is mourning the loss of a former dispatcher who retired after a nearly four-decade successful career.  The Mount Vernon Police Department announced the death of retired Emergency Service Dispatcher Emma Blauvelt on Wednesday, Sept. 13.
