Westchester Man Sentenced To Prison, Ordered To Pay $1.7M For Fraud Scheme A 32-year-old Westchester resident was one of eight men from three states sentenced to prison in connection with a telemarketing fraud scheme targeting the elderly. Joseph Gowan of Port Chester, who was among those convicted following a 12-day trial before United States District Judge Sidney H.
