Armed Man Found With 'Murder Manifesto' After Traffic Stop In Area, Authorities Say A 31-year-old armed man found with a "murder manifesto" is facing multiple charges after a traffic stop in the area, according to authorities. At approximately 12:40 p.m., March 18, Putnam County Sheriff Sergeant William Quick observed an erratically driven vehicle commit traffic violations on Route 301, in the Town of Carmel, Putnam County Sheriff Robert L. Man, Woman Face Separate Charges After Route 22 Stop A man and woman of Brewster are both facing charges following a traffic stop initiated by a Putnam County Deputy Sheriff. The deputy sheriff pulled over a vehicle on Route 22 in Patterson that allegedly committed a traffic violation Tuesday, Nov. 20. Upon further inspection, the deputy learned that the vehicle’s driver, 40-year-old John Covias, had a suspended license in addition to two active warrants out from the Duchess County Sheriff’s Office.
