Severe Flooding: Town Declares State Of Emergency In Westchester In the aftermath of a spate of severe weather that left many roads and public areas flooded in the Hudson Valley, a Northern Westchester town has declared a state of emergency.  Mount Pleasant Town Supervisor Carl Fulgenzi declared the state of emergency on Tuesday, July 18 at 3 p.m. in response to severe flooding that left many streets, parks, and other recreation areas flooded or damaged.
