One Charged With Dwai In I-84 Wrong-Way, Head-On Crash This story has been updated. State police have arrested a man for DWAI for driving in the wrong direction on Interstate 84, causing a head-on crash that injured three on Wednesday in Putnam County. Christopher S. Franz, 45, of Broomall, Pennsylvania, was arrested for driving while impaired by drugs, following the crash that took place around 8:20 a.m. Jan. 2 at the I-84 Exit 19 off-ramp onto Route 312 (Southeast), said New York State Trooper AJ Hicks.
