Police Round Up 16 Suspects For Impaired Driving In Hudson Valley Detail

In an effort to reduce drunk and impaired driving, 16 motorists were charged with driving while intoxicated during a special detail by Troop K of the New York State Police between Friday, Jan. 6, and Sunday, Jan. 8 in Dutchess, Putnam and Westchester counties, according to state police.

The following people were arrested:

  • Jan. 6: Daniel Hyppolite, 32, of Spring Valley, was charged with DWI after a DOT plow operator contacted the state police when he saw Hyppolite sleeping in his vehicle in the middle lane of the Taconic State Parkway. A welfare check conducted by police revealed that he was intoxicated. He had a blood alcohol content of 0.11 percent. 
  • Jan. 6: James A. Walker, 47, of Croton-on-Hudson, was charged with DWI following a traffic stop on Albany Post Road. Walker had a blood alcohol content of 0.13 percent. 
  • Jan. 6: Tyler P. Martin, 20, of Fishkill, was charged with DWAI/drugs after troopers stopped Martin on the Taconic State Parkway following an erratic vehicle complaint. A subsequent investigation revealed that he was impaired by drugs at the time of the traffic stop. 
  • Jan. 7: Anthony J. Testerman, 26, of Wappingers Falls, was charged with felony DWI following a traffic stop conducted on Route 376 for operating a vehicle without a front plate, Testerman was found to be intoxicated. Testerman was charged with felony DWI due to a previous DWI-related conviction from 2015. He had a blood alcohol content of 0.10 percent. 
  • Jan. 7: Jamie L. Reece, 25 years old, of Dover, with DWI after he was stopped by troopers for making an unsafe lane change. Reece was found to be intoxicated at the time of the stop. Reece had a blood alcohol content of 0.09 percent.
  • Jan. 7: Eric T. Mostaccio, 39, of Philmont, was charged with aggravated DWI following a traffic stop conducted on Route 217 for an inadequate headlamp. He had a blood alcohol content at more than three times the legal limit at 0.22 percent.
  • Jan. 7: Oscar Duarte, 28, of Yorktown, was charged with aggravated DWI and resisting arrest during a traffic stop for an equipment violation, Duarte was found to be intoxicated. While troopers attempted to administer field sobriety tests, Duarte ran off into a wooded area. Following a brief foot pursuit, Duarte was placed in custody. The defendant supplied police with a breath sample 
  • Jan. 7:  Nyquan A. Bellamy, 28, of Poughkeepsie, was charged with DWI following a traffic stop conducted on Janet Drive for an equipment violation. He had a blood alcohol content of 0.10 percent.
  • Jan. 7: Kelsey N. O’Keefe, 26, of Danbury, Conn., was charged with for DWI after being stopped for an equipment violation. An investigation revealed that she was intoxicated. She had a blood alcohol content of 0.12 percent.
  • Jan. 7: Tekoah O. Moody, 31, of Poughkeepsie, was charged with DWI after being stopped by police for failing to signal as he turned into the parking lot of Hudson River Housing. A subsequent investigation revealed that he was intoxicated at the time of the stop. He had a blood alcohol content of 0.10 percent.
  • Jan. 7: Laura M. Betancourth, 23, of Southbury, Conn., was charged with DWI following a  traffic stop conducted on Interstate 84 for speeding. She had a blood alcohol content of 0.12 percent.
  • Jan. 7: Michael E. Glennon, 61, of New Fairfield, Conn., was charged with DWI following a traffic stop conducted on Sodom Lane for an equipment violation. He had a blood alcohol level of 0.09 percent.
  • Jan. 7: Tomas Smid, 33, of Holmes, was charged with aggravated DWI following a traffic stop for not having the vehicle’s headlights illuminated. He had a blood alcohol content at more than three times the legal limit at 0.22 percent. Smid was charged with felony DWI when a criminal history revealed a previous DWI-related conviction from 2008. 
  • Jan. 8: John Barberan, 51, of Fishkill, was charged with felony DWI after troopers stopped him on Main Street in Fishkill and he was found to be intoxicated at the time of the stop. Barberan was charged with felony DWI when troopers discovered that he was convicted of a DWI-related offense in 2009. He is being held in the Dutchess County Jail.
  • Jan. 8: Victor A. Cutzal Xinic, 36, of Brewster, was charged with DWI following a traffic stop on Oak Street for failing to keep right and window tint. He had a blood alcohol content of 0.10 percent.
  • Jan. 8: Joseph Silicato, 46, of LaGrange, was charged with DWI after being stopped on the Taconic State Parkway for operating a vehicle with an inoperable tail lamp. He had a blood alcohol content of 0.13 percent.
