Former West Islip Fire Chief Jeffrey Kempf Dies At 60 Jeffrey "Jocko" Kempf Sr., 60, a commissioner and former chief of the West Islip Fire Department died Saturday, Aug. 10,  following a nine-month battle with bone and lung cancer. Born in 1959 in East Meadow, Kemp later moved to West Islip, where he graduated from West Islip High School. He joined the West Islip Fire Department in 1976, when he was 17-years-old, and rose through the ranks to the rank of chief, which he served as twice, from 1994 to 1996 and again from 1998 until 2000.
