Troopers Seize 4 Kilos of Cocaine In I-84 Traffic Stop Connecticut State Troopers seized four kilos of cocaine following a motor vehicle stop Monday in Waterbury.Luiz Ortiz was charged with illegal sale of drugs and other offenses. He was held on $250,000 bond pending a court date in Waterbury. Troopers stopped a 2002 Dodge Durango around 6:45 p.m. on Interstate 84 when the driver was observed not wearing a seatbelt.
