After completing the five-week investigation, New York State Police say it determined Putnam County resident Ravi Masand, age 46, traveled in his vehicle from his residence located in the hamlet of Mahopac to Orange County with the intention to meet a 10-year-old Middletown girl to engage in various sexual acts.  Masand planned to produce, sell, and distribute sex videos and images of the girl, said police. Dutchess County Man Charged With Attempted Rape Of Child Under 13-Years-Old A Hudson Valley man has been charged with the attempted rape of a 13-year-old child. Dutchess County resident Michael S. Fowler, age 37, of Wappingers Falls, was charged on Thursday, July 20 for attempted rape in the first degree. Following an investigation by the Bureau of Criminal Investigation, it was determined Fowler attempted to have sexual intercourse with a victim under the age of 13, said Trooper AJ Hicks. Fowler was arraigned and remanded to Dutchess County Jail in lieu of $10,000 cash bail, $15,000 bond, or $100,000 partially secure bond.

Members of the agency’s Computer Crimes Unit and the Internet Crimes Against Children Task Force determined that Ounis made arrangements and traveled to meet who he believed was a 14-year-old for sex, according to police. Steven Hernandez, of the Bronx, was sentenced on Thursday, Sept. 22, to five years in state prison after pleading guilty to first-degree attempted rape in May, Westchester County District Attorney Miriam Rocah announced.
