Two people were arguing inside of a building on Oak Street and MLK Drive when shots were fired at approximately 8:30 p.m., City Spokeswoman Kimberly Wallace-Scalcione said. The 29-year-old female victim was not an intended target, and was in a nearby car when she was struck, Wallace-Scalcione said.
