Mark Schwartz, 48, who owns MLS Medical on Kinderkamack Road in Park Ridge, and 55-year-old David Walker, a personal injury lawyer out of Rockaway, both made illegal payments to the ringleaders “to have accident victims referred to them as clients,” acting state Attorney General John J. Hoffman said in announcing their arrests this afternoon.
Schwartz and Walker were named in a 45-count indictment obtained by the Office of the Insurance Fraud Prosecutor that charges two Colts Neck brothers, Anhaur Bandy, 50, and 53-year-old Karim Bandy with pocketing millions in illegal payments “by referring the patients to medical and legal service providers,” Hoffman said.

Also charged were:
Alexandra Gallegos, 52, of Piscataway, a paralegal who authorities said received a percentage of the profits of Walker’s firm, which filed personal injury claims on behalf of the crash patients;
Edward Formisano, 52, of Roxbury, a chiropractor and purported owner of Eclipse Chiropractic of Plainfield, Lakewood Chiropractic of Lakewood, Liberty Chiropractic Center of Jersey City and Chiropractic Spine Center of Perth Amboy;
Louis Brown, 62, of Rahway, a chiropractor and purported owner of True Healing and Wellness in New Brunswick, New Century Chiropractic in Dover and Wellspring Rehabilitation in North Plainfield.
Also arrested were several “runners,” who found and enlisted the victims, Hoffman said.
All 12 were variously charged with racketeering, conspiracy, criminal use of runners and other offenses, he said.
Karim Bandy is also charged with money laundering.
