Starving Puppy Rescued By Monmouth County SPCA A starving puppy was left by the side of the road in Monmouth County, officials said. On Sunday night, May 7, the Monmouth County SPCA's Animal Control Division responded to a call about a puppy left on the side of the road.  SPCA responders found an emaciated 8-week-old puppy that was abandoned in the Myrtle Avenue area in Neptune. "What we saw was beyond words. Skin and bones, labored breathing, and unable to lift her head," the SPCA wrote on Facebook.
