Carlos Melendez, 64, of Irvington, was kayaking with a friend when police were called at about 1:35 p.m. Sunday, July 31, Keyport police said. Police found one kayaker on the shore. That person told police Melendez was still in the water. Officer Chris DeGroat, a member of the Monmouth County dive team, took a kayak and went into the bay and found the man, Keyport police said.
