Puppies Dumped On South Jersey Highway Ramp Authorities in South Jersey seek the public's help identifying the person or persons responsible for dumping a litter of puppies on a highway ramp. Cumberland County Prosecutor Jennifer Webb-McRae said that on Wednesday at 9:44 a.m., a motorist notified the Cumberland County Sheriff’s Department that there were dead puppies on an entrance ramp to State Route 55 off Sherman Avenue within the City of Vineland, Webb-McRae said.  “Someone in the community is aware that an individual had a litter of puppies that suddenly disappeared," Webb-McRae said.
