Community Rallies To Help Man Get Service Dog An Essex County resident with special needs believes a service dog will change his life for the better. Unfortunately, his insurance won't pay for it. Albie Nieves, a Belleville resident, has launched a fundraiser to help him obtain the dog. As of Thursday, August 17, more than $5,700 has been raised. Nieves is hoping to raise $25,000 to pay for the cost of the dog. "I really need this dog for my independence and confidence in life," said the 23-year-old Nieves, who was born prematurely.
