Zisa, 56, already is facing charges of trying to cover up a DWI accident that the same woman, Kathleen Tiernan, had with his SUV and then using that false report to file an insurance claim. City officials have suspended him, and a captain is running the department, with day-to-day contact with a monitor from the prosecutor’s office.
In the new case, a 15-year-old city boy was jumped and robbed on September 1, 2004 by a group of juveniles and adults, including Tiernan’s son, at the corner of the Esplanade and Blanchard Terrace.
“The individuals involved in the incident were identified shortly after the incident,” First Assistant Bergen County Prosecutor William Galda said today.
“Thomas Aletta, who was a detective with the Hackensack Police Department, was in charge of the investigation,” Galda said. “One of the suspects in the incident was someone with a close relationship to Charles “Ken” Zisa, the Hackensack Police Chief at the time.”
Although Galda wouldn’t identify the youth, Hackensack police sources did. So does a federal lawsuit filed in U.S. District Court in Newark by two of Zisa’s former officers.

“It is alleged that Zisa involved himself in the matter, where a conflict clearly existed, and through the actions and inactions of both he and Aletta, charges were not filed against any of the suspects, although probable cause to charge clearly existed,” Galda said.
“Aletta was also charged with tampering with evidence for allegedly obtaining a video tape of a suspect from a convenience store around the time of the incident and not placing same in evidence nor mentioning same in his report.
Both are scheduled to appear in Central Municipal Court in Hackensack at 9 a.m. Friday.
