A convicted sex offender has been arrested for photographing a child under a Costco bathroom stall, authorities said. On April 22, at 5:21 p.m., Stafford police responded to Costco Wholesale, at 219 Stafford Park Boulevard, for a report of a suspicious person. Police met with a complainant who said his 7-year-old child had been photographed by the man. An on-scene investigation revealed that the suspect had been involved in previous incidents at Costco. The speeding driver in a head-on crash is now charged with manslaughter after a high school passenger in the other car died on Tuesday, authorities said.
