Man Active In Foster Care Programs In Maryland Charged With Rape, Sexual Abuse: Police Police say a man that was active in several foster care programs in Maryland is facing charges for alleged sexual abuse and child pornography charges. Keith Savage was arrested in Baltimore, a spokesperson for the county announced on Monday, Oct. 17 on rape and other charges and is currently being held in home detention.
