Charles Toth was arrested on Sunday, Dec. 29, after turning himself into Westport Police, the department said.
According to police, the incident began around 4:50 p.m., on Tuesday, Dec. 17, when a witness to the disturbance reported to police that while driving on a local road, she had observed what she believed to be a man assaulting a woman, said the Westport Police.
After seeing the incident, the woman turned around and attempted to assist the woman being assaulted by offering her a ride, police said.
During the ride to the victim's home, the man followed in his vehicle until it stopped, he then approached and gave the woman some personal belongings left in his vehicle.
The victim told the woman driving her home she did not want to contact the police to report the incident, police said.
After receiving the report, Westport police conducted an extensive investigation that included interviews with both the man and woman who admitted to a verbal argument but denied any physical contact, police said.
As a result of the investigation, a warrant was issued for Toth's arrest.
After turning himself, Toth was charged with breach of peace and was released after posting a $1,500 bond.
