Cecilio Matthews, 50, of Bellport, was charged with several counts of animal cruelty under state and county laws, the Suffolk County SPCA said Wednesday, Aug. 26. Investigators determined earlier in the month that Matthews had failed to care for his 10-year-old mutt, Seven, leaving the dog neglected in a yard, according to the SPCA.
