Angel Rios, 52, had been arrested with another man at around 6 a.m. Wednesday on larceny charges after he was seen carrying a stolen generator down Atlantic Street, according to the Stamford Advocate. While in a holding cell in the Stamford courthouse, Rios began banging on the ceiling, and then wrapped a t-shirt around a fire sprinkler pipe and pulled it down, the Stamford Advocate reported.
The pipe broke and flooded the basement jail with thousands of gallons of water around 9:30 a.m., according to the Stamford Advocate. It trigged the fire alarm system for the seven-story building, forcing an evacuation of hundreds of people, the Stamford Advocate reported.
In addition to the fifth-degree larceny charges that Rios had been facing, he was also charged with first-degree criminal mischief, refusal to submit to fingerprinting, interfering with an officer, breach of peace, and assault on a public safety or emergency personnel, and held on a $15,000 bond, according to the Stamford Advocate.
