Man Breaks Library Window, Then Informs Shelton Police A man who allegedly broke a window at a Shelton Library headed for the police department afterward to report the crime. Kevin Smith, 58, of Shelton, arrived at the Shelton Police department on Thursday, Sept. 12, and told officers he had just smashed a window on the Plumb Memorial Library in Shelton, said Det. Richard Bango.
