Man Caught With Two Loaded Handguns In I-95 Stop Faces Felony Charge A 51-year-old man caught with two loaded handguns during a traffic stop landed behind bars in Westchester. Jeffrey J. Colburn, of Port Orange, Fla., was arrested around 3:15 a.m. Sunday, Aug. 5 when New York State police stopped to help a disabled vehicle on I-95 in the village of Mamaroneck, said Trooper Michael P. Cassella.  While speaking with Colburn, the trooper found probable cause to search the vehicle and its occupants, he added.
