East Fishkill Man Caught With 150 Bags Of Heroin, Crack, Others Drugs An East Fishkill man was nabbed with 150 bags of heroin and other drugs during a recent search of his residence on Blue Hill Road, according to the Dutchess County Drug Task Force. The search warrant was a result of an investigation into narcotics sales taking place at that location, said Frank Tasciotti, assistant coordinator for the task force.  Taken into custody at that time was Rodney Lowe, 43, when agents uncovered 150 bags of heroin, 6 pounds of marijuana, quantities of cocaine and crack cocaine, scales and packaging materials, Tasciotti said.
