Sterling Shooting Victim Mourned As 'Funny, Sweet' Support was on the rise for the family of an 18-year-old man fatally shot last week in Loudoun County. Alex Omar Cartagena Jr. was shot on the 21000 block of Stanford Square in Sterling around 10:30 p.m. Friday, Sept. 1, the Loudoun County Sheriff’s Office said. He was pronounced dead at the scene. Jaylin E. O'Brien, 18, has been arrested and charged with murder and other offenses following an incident in Sterling that resulted in the death of 18-year-old Alex Omar Cartagena, Jr. on Friday night.
