3X DUI Driver Had Kids In Car, BAC Nearly Twice Legal Limit In Stafford County: Sheriff A 41-year-old Northern Virginia driver was arrested on his third DUI offense, and this time he had kids in the car, authorities said. An observant citizen noticed Eugene Appiah swerving on Garrisonville Road in Stafford around 11:35 p.m. Saturday, July 1, Stafford County Sheriff David Decatur said. A deputy provided with a description of the vehicle found Appiah on Puller Place. Appiah had his children in the car, despite having his license revoked due to a prior DUI conviction, Decatur said.
