Virginia Man Killed By Off-Duty Officer In DC (Update) A Virginia man was shot and killed by an off-duty police officers over the weekend in Washington DC, authorities said. Lazarus Wilson, 23, of Dumfries, was spotted by a pair of Metro Police Department officers holding  a gun during a confrontation on the 800 block of Wharf Street around 9:15 p.m. Saturday, July 16, MPD said. The officer told Wilson to drop the gun, but he didn't, and so one of the officers fired his service weapon, striking Wilson, police said.
