Alleged Rapist Arrested Hours After Assault In Arlington, Police Say A sexual assault investigation that was launched in Arlington led to the arrest of a 40-year-old man who allegedly sexually assaulted a woman on Thursday morning, police say. Vernon Koning has been arrested and charged with rape and strangulation following an early-morning incident on Feb. 8 in Crystal City, according to the Arlington Police Department.
