18 Charges For 18-Year-Old Serial Carjacker Who Stole, Sold Vehicles Around DC Area An 18-year-old with a lengthy rap sheet is facing federal charges after a series of carjackings throughout Washington, DC and Maryland, federal authorities announced. DC resident Cedae Hardy has been charged on an 18-count indictment for his role in at least six separate carjackings in the region, including one that left their victim with multiple gunshot wounds.
