Virginia Killer Indicted In 'Cruel' Execution Of NY Cab Driver A 52-year-old Virginia man has been indicted in the robbery and murder of a New York taxi driver in 2021. Percell Ross Blakely, of Covington, stole property from 62-year-old Andres Valenzuela before shooting him on Main Street in New Rochelle, NY on Oct. 14, 2021, Westchester County District Attorney Miriam E. Rocah said. The New Rochelle Police Department arrested Blakely on Oct. 17, 2021.
