One Dead, Two 'Seriously Injured' In Wrong-Way I-95 Virginia Crash: State Police (Developing) One person was killed and two others suffered critical injuries in a wrong-way crash that shut down I-95 for several hours in Stafford County, state police say. Troopers were called shortly after 4 a.m. on Nov. 16 to investigate a two-vehicle crash that was reported in the southbound lanes of I-95 near the 146 mile marker. Police say that a Volvo SUV was heading north on the interstate when it struck a Chevrolet sedan head-on. Collin Potter, 30, of Quantico, pleaded guilty in February to second-degree murder while armed for the butchering of Vongell Lugo on Jan. 6, 2019, in which Potter stabbed his victim 42 times, federal officials said.  This week, he was sentenced by a judge to 16 years in prison for the fatal stabbing.
