Police ID 15-Year-Old Girl Killed By Drive-By Shooters In Southeast DC No arrests have been made by the Metropolitan Police Department after a teen girl was shot and killed in Southeast DC overnight, officials say. Northwest DC resident Niomi Russell, 15, has been identified by investigators as the child found shot and killed on Sunday night inside an apartment building in the 2400 block of Elvans Road SE. Officers responded to the building shortly after 10:45 p.m. on April 14, when thy heard gunshots, and while they were investigating they found Russell inside a building suffering from gunshot wounds.
