Fugitive Pelted With Pepper Balls In Stafford Standoff: Police A woman wanted out of Pennsylvania for a weapons violation was arrested after a standoff with Virginia authorities, they said. On Saturday, March 23 around 1:45 a.m., deputies with the Stafford County Sheriff's Office got a tip that Anya Dibiase was at the McDonald's on Wonder Road, Sheriff David Decatur said. Dibiase had been wanted out of Ridley Park, PA for a felony weapons violation, and was noted to be possibly armed and dangerous, the sheriff said. Donna Boykin was spotted by Detective Sergeant M.E. Steininger heading north on Richmond Highway near Courthouse Road, around 1:15 p.m. Tuesday, July 11, Stafford County Sheriff David Decatur said.
