A man and woman have been charged with felony child neglect after police found suspected illegal drugs next to a toddler in Woodbridge, authorities announced. Alejandra Yvette Garcia, 21, and Elvis Samuel Paz Villatoro, 20, were arrested on Thursday, March 2 after police responded to a parking lot in the 13900 block of Richmond Highway to investigate suspected drug activity occurring in a vehicle parked in the area.
