The third time shoplifting Kohl's was not the charm for a 26-year-old Jersey City resident. Britney Lockett was arrested on Wednesday, Oct. 11 and charged with shoplifting Kohl's in Secaucus three different times over the summer, Secaucus Police Chief Dennis Miller said. Lockett was charged with shoplifting from Kohl's on July 31, August 1 and August 3, police said. James Palmer, a 24-year-old Jersey City resident was charged in connection the initial shoplifting incident, police said.
