Moore, 36, was shot just after 10 p.m. by Davon Dabbs, 20, of Taneytown, after his fiance had showed up with a handgun in an effort to protect him, the county sheriff's office said.
Posts shared to Facebook say Moore served in the US Army, having been deployed for more than a year to Egypt.
In a Facebook post, Dominic Mancuso said he served alongside Moore in Egypt, adding that "he was such a good guy, beloved by those who knew him, and such a solid heart."

PA Man Points Loaded Gun At, Strikes Woman, Police Say
An Ephrata man is facing charges related to a domestic assault — again, court records show.
Steven Judd, 33, of Ephrata, is accused of "pointing a loaded handgun at the victim and striking her with the handgun," area police stated in a release on Thursday, Nov. 16.
Officers were called to a reported domestic dispute at Judd's home in the first block of Pacific Boulevard just before midnight on Tuesday, Nov. 14.

Woman Nabbed For Thanksgiving Eve Shooting At Northern Westchester Home
A woman is facing charges for a shooting that state police happened during a Thanksgiving Eve incident in Northern Westchester.
Jamie Diasparra, 33, of Ossining, was arrested on Friday, Nov. 27, after state police responded to a Cortlandt home for a welfare check, said Trooper AJ Hicks.
An investigation determined a domestic incident between two visitors occurred at the location two days prior on the evening of Wednesday, Nov. 25, involving a firearm, Hicks said.

Two reputed Jersey City gang members shot five people in retaliation for the murder of an associate several years earlier, federal authorities in Newark charged.
One of them, Jalil “Broadday” Holmes, 20, of East Orange, is already charged with shooting at a vehicle in Jersey City, wounding two men, before he was shot in the Newport Centre mall food court in January 2019.
