Jared Harpster Killed; Andy Ramos-Alicea Sr., Jr. Charged

A father and his son have been charged with homicide in connection with a fatal shooting during a fight, authorities announced on Tuesday.

Jared Harpster, 35 of the 100 block of Long Lane in Newberry Township, was pronounced dead at WellSpan York Hospital at 1:09 p.m. Saturday, Feb. 24, according to the York County Coroner's Office. 

Deputy Coroner Scott Pennewill was called to Wellspan York Hospital to investigate and certify his death. Following an autopsy at the Lehigh Valley Hospital in Allentown at 8 a.m. on Feb. 27, his cause of death was determined to be multiple gunshot wounds, and the manner was a homicide, as detailed in the coroner's release. 

Father and son, Andy Ramos-Alicea Sr., 38, and Andy Ramos-Alicea Jr., 17, both of York, were charged with homicide in connection with the fight in the 600 block of West College Avenue, York City that left Harpster dead.

Ramos-Alicea Jr. has also been charged with a felony count of false imprisonment and a misdemeanor of possession of a firearm by a minor — the homicide charge is as an adult, and that is why the police have released his mugshot. 

Ramos-Alicea Sr. has been denied bail per Pennsylvania state law on homicide or murder charges. He has been held in the York County Prison since Feb. 25. His son turned himself in on Feb. 27, York City Police say. His preliminary arraignment was held before Judge Joel N. Toluba at 3:15 p.m. on Tuesday, his updated docket shows.

The son's preliminary hearing has been scheduled before Toluba at 8:55 a.m. followed by the dad's at 9 a.m. on March 8, according to the latest court dockets. 

Ramos-Alicea Sr. has a criminal record starting 20 years ago for three felonies: Resisting Arrest, Recklessly Endangering Another Person, and Fleeing Or Attempting To Elude An Officer; for which he served probation, according to his first criminal court docket. In 2007, 2011, and 2015 he was convicted, pleaded guilty, or entered a plea deal for Felony Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver and related charges in total he served approximately five years in prison, court records show. 

Jared Harpster also had a criminal record for felony Strangulation in 2017 and also served prison time, as detailed in court records.  

Jared was a class of 2010 graduate of Thaddeus Stevens, according to his Facebook profile.
