Authorities said it happened at the corner of North Broad and West Girard Streets around 2:30 a.m. Surveillance cameras recorded the incident but the victim has not yet been identified.
The suspect vehicle is described as a four-door, electric blue Civic, model year 2006 to 2010, with a broken driver-side brake light and tinted windows. It was last seen driving with its headlights off.
Anyone with information is asked to call 215-686-8477 or submit an anonymous tip on the PPD website.
