Speeding Hatfield Driver, 20, Was High On Pot In Franconia Crash That Killed Grandmother: DA A 20-year-old Pennsylvania driver was speeding well above the limit and was high on marijuana when he struck another vehicle, killing a grandmother and wounding her 7-year-old granddaughter, authorities said.
