Delaware County Police Arrested Man Accused Of Car Robbery Spree Delaware County police have apprehended a man who went on a vehicle robbery spree last month. Police responded to a 9-1-1 call in reference to a suspicious person -- later identified as Jahquan Penn -- who tried getting into several cars in the 1900 block of Armstrong Avenue in the Morton section of Ridley around 9:40 p.m. on Jan. 12, Ridley Township police said.
