According to a criminal complaint obtained by Daily Voice, Upper Chichester police noticed a car that was driving with a flat tire and a busted headlight on Conchester Highway just after 9 p.m. The driver was bobbing between lanes when officers signaled for them to pull over, police wrote.
Officers approached the car and noticed fresh-looking damage to the front passenger side, per the charging documents. The driver, Mayor Keffer, told police she had had three drinks before getting behind the wheel, authorities wrote.
In the affidavit, the reporting officer writes that Keffer smelled of alcohol and had glassy eyes. Police said they began to conduct field sobriety tests of Keffer, but that she stopped complying after having an "unstable balance" during the first test.
The Mayor was taken into custody, officers said. Asked twice to submit to a chemical blood test, Keffer remained silent, which police noted as a "refusal," per the complaint.
She was booked at Upper Chichester Police Headquarters and later released with a summons, documents say.
Investigators believe the Upper Darby Mayor crashed her car against a guardrail on the 700 block of Meetinghouse Road before being stopped, according to the charging papers.
Mayor Keffer's office was not immediately available for comment to Daily Voice, but released a statement as reported by 6abc:
"Last evening, Mayor Barbarann Keffer was involved in a traffic incident and plans to cooperate fully with local authorities in Upper Chichester. The Mayor was arrested on suspicion of DUI and released. Mayor Keffer and her family request privacy as they deal with the personal aspects of this incident and she will offer additional comment in the near future."
