Escaped PA Prisoner May Be In Philadelphia, US Marshals Warn An inmate who escaped from a Pennsylvania prison over the weekend might have been in Philadelphia's Port Richmond section on Wednesday, Dec. 6, according to US Marshals.  Isaiah Robert Tilghman slipped past guards at the Blair County Prison on Sunday, Dec. 3, and fled the area in a stolen red 2011 Ford F-150, authorities said.  The 33-year-old was being held on drug charges and alleged parole violations, officials noted.  Around 1:30 p.m. on Wednesday, police said they found the plate from the truck Tilghman stole attached to a similar Ford on the 3500 block of Belgrade Stre…
